When you did the import, you did select QXF and not QFX:

-splasher using Q continuously since 1996
    - Subscription Quicken - Win11 and QW2013 - Win11

Can you post a screenshot of the "Browse" dialog where you are trying to open the QXF file?
You can drag and drop an image into your comment.

Where and how did you export the file - to where - on what kind of device ?
On Windows - is this on a different computer or the same computer with MacOS & QMac ?
and - can you see the QXF file using Windows File Explorer ?

    QWin - R54.16 - Win10

I followed the instructions from Quicken to transfer my info from Mac to Windows
---Open your data file in Quicken Mac.
Choose File > Export > Quicken Windows Transfer File (QXF)....
Save the .QXF file to media that will allow you to move it to your PC, such as a thumb drive or CD/DVD. You can also use Dropbox to move files. For more information, click here.
Move the media (thumb drive or CD/DVD) to your computer running Windows.
    Open Quicken for Windows.
Choose File > New Quicken File.
Select New Quicken File, click OK.
Name your new data file and press OK.
Choose File > Import and then select the .QXF file from your media.

    The exact sequence should be:
File -> File Import -> Quicken Transfer Format (.QXF) File...
And this dialog should have come up:

Not this one (which as it says is for Web Connect files .QFX):

As mentioned by @Chris_QPW - major difference between TRANSFER QXF and the bank download of QFX -

    QWin - R54.16 - Win10
