R48.15 (Canada Versions, April 2023) fully released for Canadian subscribers?

I am currently running Quicken Deluxe Version R45.18, Build: 27.1.45.18, Edition: Canada on Windows 11.

Clicking on Check for Updates reports "A new version of Quicken (Release 48.15) is available for download.

I don't see any mention of that release in https://community.quicken.com/categories/quickencommunity_product_releases_and_announcements_windows however https://www.quicken.com/support/quicken-windows-release-notes does show Release R48.15 (Canada Versions, April 2023) and the corresponding release notes.

Is R48.15 (Canada Versions, April 2023) fully released for Canadians or just a limited/targeted release at this point?
