Cannot close account

Quicken Windows Subscription Member
Quicken says I have downloaded transactions to review for an account but there aren’t any. I have turned on the flag to auto enter downloaded transactions, gone thru online center, etc but cannot remove this issue. I cannot close the account due to this issue. Please suggest a way to fix this.
