Accepting downloaded transactions - Accept and Decline buttons flicker
When I accept downloaded transactions the Accept and Decline buttons frequently flicker back and forth while saving the transaction. My computer is pretty old so many it's just my hard drive?
Running Quicken Classic Premier R56.9, build 27.1.56.9.

Rather than the hard drive, I'd suspect the CPU and/or the size of your data file in comparison to memory.
Click HELP and hold down the CTRL key while you click About Quicken to show file size and available memory

I've never experienced this, but just short of 1000 Memorized Payees seems like a lot. Quicken might be parsing this list when you accept transactions, and the flickering is the result, especially if you're on an older, slower CPU. In Preferences > Data entry and QuickFill, I've got mine set to purge any payees that haven't been used in the last 18 months. I currently have 41 Memorized payees.

I agree with the comment about the number of Payees … and I'd also ask why you have so little Available Memory (vs. Total). Since Q loads payees into memory … that could also explain the slowness/flickering.
I currently have 46 memorized payees … but I just trimmed the list after noticing that EDIT, Preferences, Data Entry & Quickfill, "Automatically memorize new Payees" had, inexplicably, been turned on. And I have Q set to remove payees not used for 4 months.

Mine is set to 14 months. Really surprising that I have so many still.

@Michael Rosen Check to see if "Automatically memorize …" got turned on. It appears to have happened with a prior product update.

Another question that comes to mind:
Do you really need 551 Categories?How many subcategory level down do you go, e.g., A:B:C:D:E:F:G ?
It might be time to prune that tree a little, to reduce the number of roll-up totals that need to be calculated every time you add, change or delete a transaction.
