How to edit budget

I created a budget using Quicken for Windows (R57.16). When I navigate to Home → Main View, I can see the budget summary but when I click on "Go to Full Budget" nothing happens. If I click on the gear icon in the upper right corner of the tile and select full budget nothing happens either. I can click "Select budget categories to watch" and that does bring up a new window.

How can I edit a budget once it has been created?

    Note that if this is for Starter edition there isn't an Annual View, it would be the Graph View instead. And this might be a bug in Starter edition that "Go to Full Budget" doesn't take you to Planning → Budget.

    Another possibility is that View → Tabs to Show doesn't have the Planning tab selected.

    Go to the Planning > Budgets page and select the Annual View.

    View→Tabs to Show indeed didn't have Planning selected. Enabling that makes it work. Thanks
