Promotional price

A promo for LifeHub for $1.99 per month billed annually popped up in my Quicken Classic Premier for the Mac but when I clicked on it the payment requested price was $3.99, $47.88 billed annually. How can I subscribe at the $23.88 annual price? [Edited - Readability]
