Tool to Find Duplicate Transactions and/or report that includes all register columns
In searching through the Quicken knowledge base and community posts the only method I have found to find duplicate registry entries is to add the "Downloaded ID" column to the registry, sort by this column, and then scan the list looking carefully for items with the exact same ID. This is a tedious and time-consuming process, especially for accounts containing several thousand line items. I've tried to export the data from the account registry into Excel, which has a tool to find duplicate values quickly, but sadly Quicken's export tool does not include the Downloaded ID column but only its limited set of pre-selected columns. I find that other Users in the Quicken community are also looking for the same tool.
I recommend that Quicken develop one or both of two tools: 1) ideally, a tool specifically built to find duplicate entries in the given account's transactions, with options to search by any or all of the columns available to the User (e.g. Downloaded ID); or 2) provide an report that will export all data in the account's transaction registry into an Excel-compatible file, specifically including the Downloaded ID column or any other "hidden" columns.

This sounds like there is a bug or data corruption. It should be impossible to have two transactions in the register with the same Downloaded ID. That is its purpose, to allow Quicken to filter out duplicate transactions.
People might not be aware of it but when transactions are downloaded duplicate transactions are downloaded all the time. They purposely use overlapping time windows for the requests for transactions to make sure they don’t miss any transactions. It is assumed that the duplicates can be filtered out using their unique IDs. The Downloaded ID is this unique id.
Note I’m going to vote for the report because I feel that we certainly should be able export the “Downloaded” fields. I have always felt that was a shortcoming of the exported transactions.
