I don't do bill payments with an investment firm so this article did not help. I called Janus Henderson and they don't see any problems with their server. I am just stuck in the middle.

I know you mentioned they didn’t see any server problems, but in situations like this, it’s often necessary to escalate the matter within the financial institution, specifically to a team or representative that handles online services or transaction download issues.
If they’re unable to assist at the front-line support level, we recommend requesting an escalation internally to ensure the issue reaches the appropriate team.
