Citibank Authorization Process Broken

Citibank downloads stopped working this morning so I decided to go through the "reset" process on one of my credit card accounts in hopes that the problem would be corrected.

I walked through the steps to reauthorize my accounts, i.e I was able to log into Citibank, select the accounts to reauthorize but the process fails after that, i.e. it does not complete and gives me the following error:

HTTP Status 400 – Bad Request

I am also seeing the same issue with Paypal and Fidelity. All my other financial institutions are downloading properly.
