You may receive a CC-932 Error when attempting to update your accounts in Quicken for Windows.
To resolve this issue
This error occurs when the financial institution's servers are not providing authorized data. You will need to contact your financial institution for assistance.
I think the messaging you found on the bank's website describes the most likely cause of this error.
