I see this problem as well. Oddly, I often get email notifications on upcoming bills from Quicken but I'm not convinced they are reliable. I rely on email notifications directly from the billers.1 -

It was fussy, but I finally got it to work, I can now pay my "Costco Anywhere Visa Card by Citi" bills with QuickPay.1 -
