Should be straight forward as far as the mechanics are concerned. Simply start a new file in QM2019 and select Start with a 2007 data file.

That said, just be aware that QM2019 is NOT an upgrade from QM2007 but a migration... QM2018 is a new Quicken for Mac product rebuilt from the ground up (built on QEM from 2010) so it still lacks features that exist in QM2007. So be sure to understand if it will meet your needs. You can read a lot more about the differences here:

    Install Quicken Mac 2019.

File > New then select as below...or Quicken will immediately ask you which file to use:

Your Quicken Mac 2007 file will be converted to use in Quicken Mac 2019.

    Hello Mark. appreciate your question.

In 2007, I would do the following:
[ ] Click on File, Backup to Disk, and save the ".qdfm" file of your original data to the Desktop.

Once you have 2019 installed, I would do the following if it doesn't find the file automatically:

[ ] When it says "Start from Scratch" choose "Start from Quicken for Mac 2007 File."
[ ] A screen will open and ask to "Select File to Convert", click on this and choose the file that you saved on the desktop. Choose Open.
[ ] Click Next to start importing the data.

If all goes well, within a few minutes, your new data will appear in 2019.

Hope this information was helpful. Please let us know if you have any other questions.

    Respectfully,
    ~ Quicken Harold.
