I use Quicken to manage stock investments.

I can summarize investments by security or by account. Is there a way to generate a report for a given security which would list every holding of that security by account and tax lot. This is important to plan sales short vs long term, taxable vs non-taxable and avoid Wash sales losses.

One way to generate the report you are looking for in QWin US would be to use an Investing > Portfolio view.
Next to Show, pick a standard view that includes the columns you want or pick an unused view and click on Customize to choose the columns you want.
In Customize, pick the security of interest.
Next to Group by pick Accounts.
At the bottom click on Expand all. This will show all the tax lots of your selected security.
When you like what you see, select File > print portfolio to print it (or Ctrl-P if you are not running R19.36 or later)

Probably, but more info is needed to give you a definitive answer.
What Q product are you running? What country? What Build (do HELP, About Quiicken for this last piece of info).
And, there's no specific Wash Sale report in Q ... but the Investment transaction report, filtered by security, will give you the info that you need for this.
