Operating system? Update what? How connected? IS Provider? Cap on Internet? Victim of Throttling from Provider?

USA Quicken 2019, Version: R19.44, Build: 27.1.19.44.
Windows 10 Home, 64 bit, Version 1809, Build 17763.529
Spectrum Cable 200 Mbps
Slow updating Investment downloads like current DJIA, Stock Prices, etc.
Entering a transaction into a Register - much slower than before - maybe a 15 second delay.
