My Reconcile popup overlay only shows 1 transaction to be reconciled out of many that need to be

The first time I opened the manual reconcile overlay, it said I had no transactions to reconcile. I have tried several times now, and it shows me one transaction - out of many. Why?

If you are certain (after reviewing the earlier FAQs) that there are unreconciled transactions that should be appearing that are not, then I suspect the data file is corrupt: https://www.quicken.com/support/advanced-data-file-troubleshooting-correct-problems-quicken-windows
