Yes BUT you cannot attach it to the register but rather only to a specific transaction. If you are going to attach it, I recommend you attach it to the entry for the payment of the account if it is a credit card or the last transaction of the period.
In reality, I do not even recommend attaching statements as, they are not searchable, cannot be printed from within Quicken, they bloat the data file over time, which can impact the size and backups. Also there is no way to recover the contents if you need to.
Instead, some practice creating a parallel set of folders, typically either organized by year, then by FI/bank or by FI/bank first, then by year (I prefer the former).
Meanwhile, you can add your VOTE to Add ability to upload/attach bank statements and notices to an account register.
First, click on the underlined link above to go there, then click the little grey triangle under the VOTE count at the top of page 1 in the blue banner, so your vote will count for THIS feature and increase its visibility to the developers by seeking to have the features you need or desire end up in the latest version (it may take a moment for your vote to register).

Thank you for the very thorough response. I am using Quicken as a very basic check register for one checking account with very little activity, so I'm not too worried about bloating the data file. I do have a system of saving the various documents in other locations on the computer, but I was looking for an easy way to access the statement copies without leaving the program. I've decided to simply create a new zero-dollar transaction called "reconciled statement" each month and attach it there.1
