New install will not run

My old PC crashed and I had to buy a new Windows 10 PC amd reinstall Quicken 2017. It appears to install okay, but when I try to open or run it, I get a white screen with this message:
"ERROR: SSL_VERSION_OR_CIPHER_MISMATCH"
I click RETRY and it goes to a blank page with only the tabs FILE and HELP. How do I get past this to run the program? Any suggestions? Thanks.

I suggest you open Internet Options, select the Advanced tab, uncheck all the use SSL options, check all of the use TLS options, and select OK.

The only Use SSL option I see was "Use SSL 3.0" and it was already unchecked. All of the Use TLS options were checked except "Use TLS 1.3 (experimental" I checked it and tried to run Quicken but it still doesn't work.0
