Is there any way to set a Reminder for a specific yearly holiday - ie Mothers Day, Veterans Day, etc ...

We tend to make some charity contributions around specific holidays...

Isn't  Mother's day always the 2nd Sunday in May?  So you could schedule that.

I don't remember the rules for Veteran's Day, but I  think it's something similar.

But I don't think I can config the Reminder for that specific logistical date...

Thank you for reaching out in the Community today. Currently Quicken does not have the ability to schedule reoccurring reminders that do not fall on the same day, week or month. Scheduling a reminder for Mothers Day, for example, which of course is celebrated on a different calendar day each year wouldn’t be possible.

Curious.  I just now discovered that you can set Monthly reminders for a specific day of the month (i.e., 2nd Sunday) but not Yearly reminders.

Maybe you need to use the calendar in your email client instead.

Annual reminders on a specific day are available, however I believe you are observing that setting a reminder for the 25th Sunday of the year is not an option?

That is correct, annual reminders can only be set as shown above.
