My "Check for Updates" is not working

My Quicken application (see signature) is not recognizing when updates are available. Currently, I am on R 28.18. A newer version is available but the application continues to report that "You already have the latest version of Quicken (Release R28.18)." Is there a setting that has to get set or unset?
Quicken Premier R39.23
Windows 10 Pro
