Is it possible to do a zero based budget in Quicken?

It seems that several years ago there was a tool for savings goals where money assigned there would be removed from the main register balance but that function doesn't seem to be available now. Any suggestions?

There isn't (and hasn't been) a Savings Goal tool in the modern Quicken Mac. There is an Idea thread for such functionality which you can read, and more importantly vote for, by clicking here. (To vote, in the blue box under the first post, click the little gray triangle under the vote counter; the vote count should go up one, and the triangle will change to solid black, signifying your vote has been registered.)
This idea topic is currently marked "Under Consideration", which means it has been forwarded to the development team to evaluate the merits as well as what it would entail. Unfortunately, things move slowly regarding development; you may note it was changed to that status in March 2019, more than a year-and-a-half ago, with no further response from the Quicken folks in all that time. The more votes ideas get, the more likely they are to be pushed higher in the queue of feature requests from users.Quicken Mac Subscription • Quicken user since 19937
