I have the same issue described here. If Quicken is maximized, and if click the top of the window, the application in the background comes forward if it occupies the same space where I click.

I have had this issue for at least five years through all versions of the software. To the person in the referenced thread who suggested, "Don't do that...." I would say that the Quicken UI should match the behavior of other Windows applications.
