Toolbar Reports Don't Display

I've added a saved report to the toolbar but it doesn't come up when I click on it.

I then discovered that the problem was because the report was saved to one of my report folders. When I move the report to the default My Saved Report folder and then added it to the toolbar the report would come up from the toolbar.

Problem solved but shouldn't this be something Quicken would fix?
