New to Quicken Premier - Seems like Canadian banks are not in the financial institution list?

You bought the wrong version of Quicken Windows. With Quicken Windows in general the US version only has US financial institutions, and the Canadian version only has Canadian financial institutions:

You will notice there isn't a "Premier" edition for the Canadian version.
I think you are going to need to get a refund and purchase the Canadian version.

@Glenn0325 - While there are a lot of similarities between the US and Canadian versions they are 2 separate products with different features/capabilities and different Financial Institution (FI) lists.The 2 FIs you listed are not included in the FI List for the US version.I do not have a current FI List for the Canada version but here is a link to one that is from a couple of years ago and these two FIs are included in it: https://ofx-prod-filist.intuit.com/qw2800-can/data/fidir-c.txt. Maybe someone has a more current link then can post.If you decide that you want or need to keep the US version instead of getting the Canada version you can do so but you will need to set up and track these two FIs (and perhaps others) as manual accounts with no online services.I do agree with @Chris_QPW that it might be a good idea to talk with Quicken Support who should be able to talk you through the product differences and options for you to consider as well as be able to confirm which of your FIs each product supports. (FYI: Today is Presidents Day holiday and Quicken Support is closed today in observance of this.)

@Boatnmaniac the list for the Canadian financial institutions is the correct, up to date one. Since the subscription versions haven't been changing (the 2800 part of the URL) the URL hasn't been changing in the recent years.
I think I will throw in a few differences I know.
First off the US Premier version has several "online features" that most likely will not work for Canadian users. Credit Score, Zillow estimates, Morning Star X-Ray Portfolio (maybe this one would work). So basically most of what you would get for using Premier over Deluxe falls away.
The Canadian version has better support for multiple currencies. For instance the US version only keeps the current exchange rate, the Canadian version keeps a history of them. The US version can change the Home currency. The Canadian version can't. Normally it would be CAD, but if you bring a data file from the US version it will be locked in whatever home currency was set in that version. The Canadian version can import QFX files in currencies other than USD, the US version will only import QFX files in USD.
The Canadian version has a home and business edition, but doesn't include any rental property features like the US version does.
The US version can be bought at retailers usually at a discount. I don't believe you can do that for the Canadian version, and so after the initial discounted year for a new user, you will be paying full retail.
If you do decide on the US version/manual. You don't have do it completely manual you can import using QIF files, but they "defeatured" in the Subscription version, as in renaming rules and automatically setting the categories based on the memorized payees isn't done. And it won't match existing transactions in the register. Transactions just go straight into the register.
Most of these problems can be worked around by doing them in the program that creates the QIF file like in my program (it is free), but not the matching of existing transactions:
