I need to adjust individual lots for each investment to move shares and costs between different lots. Is there a way to do this in Quicken. I have looked through the software and cannot find it.

A lot represents a quantity purchased at a particular date and price ... or what's left of that purchase after any sales of part of that lot.
Why would you want to move shares and costs?

Usually it is best to correct the original transactions so that the current lots are correct.
If the transactions look correct but the lots are wrong, sometimes you can fix things by doing a File > File Operations > Validate and Repair with the Rebuild Investing Lots option. Be sure to back up your data before trying this.
If all else fails and you really want to over-write your current lots, you can Remove all the shares in the current holding and Add back each of the correct lots to match your broker's records including the acquisition dates and costs. Again, be sure you have a fresh backup in case the result is not what you expected.
