Does not ask for vault password for single account updates

Open quicken. Update a single account, Quicken doesn't ask for the vault password and does the update.
It does ask for the vault password if you do the full one step update.

If the "single account" is setup for Express Web Connect it doesn't need to open the Password Vault because the password is already cached on the server and isn't even stored in the Password Vault for the new QCS connection method. See this:

Just to clarify, this a single account update when you have NOT already done any other update that asked for the vault password.0
