If you haven't already, you may want to review: https://community.quicken.com/discussion/7164953/faq-how-does-quicken-determine-which-transactions-qualify-for-a-reconcile0

The items not reconciling are date 3/12/21 thru current items. I have used Quicken since they first came out I know which items can be reconciled. It is working on all the other accounts.0

The keys is what are you using for the ending balance date, and what are is the downloaded posting date(s). For instance if you are reconciling to the online balance and it hasn't updated then you will get that message. If the downloaded posting dates (not the main Date field) are outside of the ending balance you will also have the same problem.
If it is truly an account problem you can deactivate the old account for transactions, create a new account, and download transaction, and then move whatever transactions are missing to it, making sure the opening balance transaction is correct.

The last download transition date is 3/24/21. It doesn't bring up the reconcile window when I try to reconcile I immediately get the popup "There are no uncleared items to reconcile" I have 14 "cleared" items but not "Reconciled" so does that mean I have to create a new account? Will it work if I just restore a previous backup?0

Select Ctrl+Shift+E to bring up the account details and then select the online services tab, and deselect "Reconcile using online balance", and then OK.
Now when you do Ctrl+R to start the reconcile you will get the Reconcile dialog that lets you choose between the "paper statement" and the online balance. It will also show what the date of the online balance is.Signature:

P.S. I believe that will lead you to your problem and creating a new account or restoring from backup shouldn't be needed. But if not try the restore first and then if that doesn't solve the problem create the new account.Signature:
