I deactivated the account tehn tried to reactivate. I enter my ID and pass word and Quicken tells me the bank requires a new password. Trouble is the pass word per quicken does not allow a special character however my bank do require a special character, Thus I go round and round!

If you haven't already, I suggest you refresh the financial institution's profile as described at: https://www.quicken.com/support/error-when-using-online-services-ol-231-ol-232-or-ol-235
If the issue persists, I suggest you contact the financial institution and request they update their password rules in the profile they provide to Intuit for Quicken users.0 -

See this FAQ: https://community.quicken.com/discussion/7307115/add-your-quicken-information-to-your-posts-plus-how-you-are-connected-to-the-internet
If the Bank requires a new password, use you Browser and sign in into your Bank's Website and change your Login password, there.
Log out and back in to verify the new password.
Deactivate the Online Services and Set It Up again, using the new password.
See this Article from Quicken and don't use the Special Characters that Quicken doesn't work well with.
