With the correct file open on the laptop, from the File menu do "Show this file on my computer".  It will open Windows Explorer with the file's location.
Copy that file to a USB thumbdrive (or whatever means you prefer to move the file), then copy the file to the tablet and put it in the Documents/Quicken folder.
User Windows Explorer (on the tablet) to view that folder and double click on the recently moved .QDF data file.  That should start Quicken and open that data file.  Quicken will remember that in the recent files list (File menu) and will open it the next time you start Quicken.

What operating system is the tablet?
If it isn't Windows you can't run Quicken on it.
