Buying without auto renewal

Is it possible to buy a new subscription without having auto renewal? Or first of all I need to buy and after cancelling?

Yes.  I "believe" that auto renewal is initially off, but I can't confirm that, but I do know that you can turn it off after you have activated your subscription license.

In the latest redesign of the Quicken.com website, I believe you need to contact Quicken Support to turn off auto-renewal after you purchase -- assuming you purchase directly from Quicken. If you purchase from a third-party retail site, you will get an activation code to update your subscription but Quicken won't have your credit card on file.
