R34.24 error opening data file

This error message says Q can't open the data file because it's in use by a cloud storage backup. If I restart computer, the file opens, but if I exit Q and restart Q, I get the error message. I have been backing up to Google Drive for a long time. Has something changed with backing up to Google Drive?

    I suggest you maintain the Quicken file in a folder on an internal drive and insure no other processes may access the Quicken file when you open Quicken.
