You don't.

With UAC set to Always Notify or the default, Windows does not allow Quicken (or any other application) to update automatically without your approval.

Note that Quicken updates are triggered by either you running One Step Update or starting Quicken.

These updates aren't from the Windows updates and as such can't be "timed" based on a Windows the setting for when to do the update. And reality even the Windows updates aren't timed by the setting, it the reset after an update, that if needed, is what the user has control over.
