    Thank you Francisco and Paloma for quickly leading me to correct solutions. In Chrome browser, I ran settings > advanced > reset and clean up . Then I re-enabled my browser extensions. This resolved the problem. The offender in this case was the "Malware Browser Guard" extension. With it enabled, the chat window did not pop up; with the extension disabled, the chat window does pop up.

    In my previous post on this topic, my last sentence should have read, "With it enabled, the chat window did not pop up; with the extension disabled, the chat window *does* pop up." (I had an extra "not" in the sentence.)
