How do I create a new budget

I'm new to this part and I don't seem to have "Create a budget" under planning. So where do I find it?

Here it is in Stater edition:

To create a budget, open the Budget view on the Planning tab.  The first time you create a budget, you select Getting Started.  Subsequent budgets may be created by selecting Budget Actions > Create new budget...

Note:  If you are using the Starter Edition, the budget functionality is limited.

Thanks. Yes I'm using the Starter Edition and I did use it once so Getting Started doesn't show up now, I can't find it anyway. So I can't customize it? Maybe I can modify one of the existing budgets?
