Renew and it will be turned off.Quicken Subscription HBRP - Windows 100

Many people have requested Quicken to turn off that banner but Quicken wants to encourage people to renew their subscriptions so they have opted to not do that unless they renew their subscriptions. You'll need to renew your subscription if you want that banner to go away.

See this page for ongoing access to your data if you do not renew the subscription. You can still enter new transactions manually, except for the Starter Edition which becomes read only and is limited.
If you don't renew a subscription about 25% of your screen will be taken up with a reminder to renew.

There was this thread, Expiration-Vote , but it has been closed
If you have or can find a copy of Quicken 2017, I think you can go back to the previous version with no nag screens.
I'm staying on Quicken 2013 Premier for Windows.

An an alternative to renewing each year is to use a pre-subscription version, like Q2017. That is what I am doing. QW2017 works great for my purposes.
Quicken user since Q1999. Currently using QW2017.
