Why does my Chase Visa keep downloading cleared transactions

Every day my Chase Visa account downloads the same transactions that are already cleared ( some cleared two or three weeks ago ). Every day the download list then matches the them to the correct transactions that are already cleared.

How are you downloading transactions from the bank?
Are you using One Step Update or the account register's Update Now function to download?
Or are you going to the banks' website and download a date range of transactions in a QFX file to import into Quicken?
Or are you using both functions interchangeably?

Have tried all three and get the same result. I prefer to use "One Step Update", It's the only account I have that's doing this.

It sounds like that account is corrupted. What I would try is deactivating that account, and then use Tools -> Add Account to add that account back in (as a new account in Quicken). If that works properly then I use the follow procedure to move transactions from the old account that are missing from the new one (removing the opening balance transaction in the new account), and then delete the old account.
