based on the discussion above, it seems it is supported on Mac. Is there a way I can connect to my Bettement account from Quicken for Windows?

Betterment is actually listed in the Windows fidir.txt file, but it has a strange entry.
    08972 08972 08972 Betterment https://www.betterment.com/ (646) 600-8263 https://www.betterment.com/login ACTIVE ACCOUNTINFO&EXP-WEB-CONNECT NOT_QBP NA

It doesn't have an entry for either banking or investment.
By comparison here is the one for Mac:
    08972 08972 08972 Betterment https://www.betterment.com/ (646) 600-8263 https://www.betterment.com/login ACTIVE ACCOUNTINFO,INVESTMENT&EXP-WEB-CONNECT NOT_QBP NA

Makes me wonder if there was just a mistake in the entry.  I would run this by Quicken Support:

I know, that is because of the strange entry.  For it to show up in the GUI that line has to have either BANKING or INVESTMENT on it (like the Mac one has) without that the GUI will not display it because it doesn't know what kind of account type it is for.

And now that I look at that entry, I have an idea why it isn't supported on Windows.
Note it is listed as Express Web Connect. Normally Windows investment accounts are only supported on Direct Connect.  It might be that Intuit (which Quicken pays for the service) isn't ready to support it on the Windows side.

I deleted my earlier post because I'd said the FIDIR list for Windows does not include Betterment.  When I'd searched FIDIR earlier I had mistakenly searched up the list instead of down the list so it did not return a result.
I do agree with @Chris_QPW .  The FIDIR listing does not appear to be correct or complete which might be  why Betterment does not show up when doing Add Account or Set Up Now.  You should contact Quicken Support.  The Quicken team will need to contact Intuit to get this corrected.

Or maybe this is another investments FI getting set up for EWC+?  It seems I am seeing more brokerages (still a small number) with EWC showing for investment accounts.

That was my thought, but whatever it is, it isn't "done" yet.

Speaking of Express Web Connect + and Mac and Window, it looks like that rollout is going much better on the Mac side then it is on the Windows side.
