Usually that means something like "Traffic jam on the server. Cannot handle more requests. Try again later."

Which bank are you having problems with? Is this the first time you have run into this problem?

Maybe it would be best if you were to call Quicken Support on the phone and request help.  Let them do a screen share session with you to review the situation on your computer, to determine the nature of the problem and to figure out how to fix it.
