Can not access your account WHERE? On Quicken.com, or at your bank/card/etc.
And, Q2017 lost all ability to download over a year ago.
SO, yes you need to purchase a subscription if you want to download into Q.

And the Starter Edition becomes read only if you do not renew it. So you can't even use use it manually like for Deluxe and higher.

Alternatively, you could purchase Quicken Windows Deluxe 2017 from somewhere, which will unlock your data and software.
Of course, all online services will still be discontinued with Quicken 2017.

Unless the OP is Canadian, subscription started with 2018. Starter Edition 2017 and before do not go into read-only mode since there was no subscription to expire.
Quicken Canada went to subscription with the 2017 versions.
