When will I be able to setup Online services for Capital One

I got and error CC-501 (I think) today. When I looked at my account, it was not set up! It was when I got the error. I have try multiple time, I get an email stating; "You linked your Capital One® account(s) to Quicken" every time, yet it does not set up. When will this work?
