Update Shows Screen asking What to be updated

Until recently, when I clicked on "Update" and entered my password, Quicken for Windows would go out and update the previously selected accounts.  Now when I click on update and enter I get a pop up which shows all of my account setup for updating.

Why do I get this pop up?

Do you leave Quicken running all the time?  Generally, you only see the account selection the second (or more) time you do One Step Update after starting Quicken.

-splasher using Q continuously since 1996
    - Subscription Quicken - Win11 and QW2013 - Win11

No I do not leave it open.  As you said, normally I only got that pop up if I did a second update for some reason, but I am getting the pop up ever time I do an update , even on the first time I open quicken each morning

This has been reported several times before, but as far as I know, no one has ever figured out why it is happening or how to fix it.  People are just living with it.
