When downloading transactions from Bank of America cc-508

Using version R38.30
When trying to download transactions from quicken, quicken reports that Bank of America is prompting a pop-up blocking completion of the connection.
I found that I also get the pop-up when I try to connect using Chrome. Bank of America says I need to call a number to get a authorization code. But when I connect using edge it doesn't? Takes me straight to my accounts page.
So now I m not sure if this is an issue with Bank of America or Quicken?
I've tried delete all the cookies and catch and resetting my accounts in Quicken. No difference.
Anyone else have this problem?
