PLANNING TAB [error Navigation to the website was cancelled]

As you might see in my recent posts, I had some problems that were partially resolved by reinstalling a previous version of Quicken deluxe. The new problem that was introduced is the PLANNING tab wouldn't allow me to "change assumptions". I received an error message stating the the Navigation to the website was cancelled.
Today I updated to version 39.23. All's well (I think) except I'm still getting the planning error. "Navigation to the website is cancelled" It's not a huge deal, but it aught to work correctly.
Any Ideas? I don't want to go through another reinstall.

Deleting the cache folder solved the problem. Thank you.1

From the referenced solution announcement in @Sherlock post:
A fix has been implemented with version release R39.17. To update please navigate to Help > Check for updates or download and install the Mondo Patch here.
If you still experience this issue after installing version R39.17 or later, then you will need to close Quicken, remove the “Cache” folder from “C:\programData\Quicken”, then reopen Quicken.
Quicken user since Q1999. Currently using QW2017.
