You stated that the troubleshooting procedures did not resolve the issue, however, I would like to confirm that you were using this Support Article when attempting to reach a resolution.
If the above-linked FAQ was indeed the steps that you attempted and the issue remains, then I advise contacting Quicken Support directly so they may escalate the situation.
