Quicken Email Stating Bill Received but Not Available in Bill Manager

Not consistently, but why does Quicken send me an email that I have a new bill, with the amount due, for an account but then Bill Manager states that new bill amount hasn't been updated.   Conversely, after Bill Manager has already paid a bill, I receive an email from Quicken stating that bill is due.
