Download error(-28)

For the last week I have had trouble downloading my Citibank Visa account--repeatedly get "Download error (-28)". By repeatedly retrying the download commands (up to 6 times), I can get it to download. Today, all 5 of my bank and credit card downloads failed and it took several downloads to get it to download. I have been successful for many years of Quicken downloads--What gives??
