how to resolve when Windows blocked Quicken from access - try rebooting ?

I did what the quicken program told me to do, but the properties already was on "Access" not "Deny.  Now what do l need to do?

enabled.

If it is, configure it to add Quicken as an "allowed app" without

Sorry, I didn't know how to get back to this post.  The initial problem was the program would not open because it says "my system blocked Quicken from accessing the Quicken file."  So I was told to go to the file and change the permission from Deny to Access, but when I did that it was already on Access.  Then I restarted the computer and tried Quicken again and it was ok.  So if anyone else has the same problem as I did..try restarting the computer.  Thank you for responding.

Are you saying that Windows is blocking...... what exactly is happening - 
as it seems like we are coming into the middle of a discussion ?
