Quicken Deluxe and Citizens

I recently received a letter from Citizens stating they are switching from Windows Direct Connect to Web Connect.
I have a couple question about Web Connect:
Will I get downloads to Quicken to populate my Checking and Money Market accounts?
Will I be able to pay bills within Quicken?

    Web Connect (WC) is manual download connection method.  You must log into your online bank account and manually download/import the transactions data from there in QFX format.  You will be able to populate your Checking account in Quicken with transactions data. 
    It seems that some banks do also support downloading Money Market accounts via WC but others do not.  You will probably need to ask Citizens about that. 
    Regardless, once your bank makes this change you will no longer be able to download anything from there via OSU or Update Now from within Quicken...it will be manual downloads only...unless your bank will also offer Express Web Connect (EWC).  EWC works with OSU/Update Now but it does not support Bank Bill Pay.
    Regarding paying bills:  WC does not support Bank Bill Pay (issuing bill payment commands in your Quicken checking account and then sending the command directly to the bank).  If you wish to do bank bill pay with Citizens you will need to log into your online account and set up the bill pay commands there.

    Please provide the full name of the financial institution and the connection method being used: open the register, press Ctrl + Shift + E and select the Online Services tab
    If you haven't already, you may want to review: https://www.quicken.com/support/how-quicken-connects-your-bank

    If the financial institution supports a connection method for your accounts, you should be able to import the transactions.
    If you are using the Bank Bill Pay method and the financial institution decides they will no longer support the Direct Connect connection method, you will not be able issue payment instructions directly to the financial institution from within Quicken.
