Why is Withdrawal BEFORE Dividend post in register?

When manually posting dividends for US stocks with 'US withholding tax' why are all the withdrawals displayed before the dividends? The withdrawal for a stock used to be displayed after the dividend entry.

Hopefully they will put in the same fix in the Canadian branch once they have it in the US branch.
