Known bug (I reported it to Quicken 6/13/22): cleared balance is incorrect and cannot be adjusted.

When was the last time that Q matched (date & amount) with your card statement?

Unclear everything after that point, and re-reconcile ... month-by-month if necessary until you find the error.

The Cleared Balance is the sum of all of the transactions in the register marked as reconciled and the transactions checked in the Clr column of the reconcile window.

Also check your opening balance transaction and verify that it is correct. There have been issues lately where an OSU with an EWC connection causes a transaction to be added to opening balance.
