Vanguard allows only Simple Tracking

For the past few months, Quicken has been telling me that Vanguard supports only Simple Tracking, not Detailed Tracking, which I was using until then. This seems to have occurred around the time my Vanguard accounts switched over from their previous system to their new brokerage system. You can see in the attached screen shot that not only do new transactions not download, the Transactions tab in the Account window is greyed out.

I'm connecting with Quicken Connect. And the same issue is present if I create a new test file and add the same accounts.

How can I go back to Detailed Tracking with Vanguard?
